The health and social services reform is one of the most significant administrative reforms in Finland’s history. From the beginning of 2023, responsibilities over social, health and emergency services were transferred to new wellbeing service counties. The goal of this internationally unique innovation is to secure and further improve the wellbeing of Finnish citizens.
On the obverse side of the commemorative one-euro coin, a thread-like pattern is arranged in the shape of the map of Finland. The unbroken line of the map motif symbolises the social and health service network spanning the entire country.
The visual theme has been created by designer Dario Vidal.

The proof-quality coins, favoured by collectors, are individually created using the highest-quality dies. The manufacturing process involves many special stages and artisan work. The coins can be identified from their mirror-like clear background, which creates a beautiful backdrop for the matt-surfaced illustration.
